Insulation around heating duct

I'm just about to put some insulation in the ceiling joists.  I have two joist runs that have a 6" galvanized heating duct.  I'm trying to pack(without compressing) some insulation in the entire space around it.  I can't find anywhere in my area that carries 3 1/2" insulation(the perfect thickness to go around the duct) without the kraft paper.  Anyone know if it's acceptable to put that around the heating duct?  I would of course wrap it so the insulation is touching the duct and the paper would be 3 1/2" away.
